Judging from the style I think it's just a bunch of pre-made brushes on top of a light blue coloured overlay layer. So technically he did make it, not from scratch though.

Exactly, I took an Assassin Creed Wallpaper as a base and added 2-3 space wallpapers. Then I put many abstract C4D on the sides and in the middle, it's a wallpaper "metroid primes hunters" made by a friend (i cut the characters...). Some tech brushes on the text and an color correction (blue)
