When you are logged in you can see shoutbox. That is OK. When you logout and get redirected you can still see the shoutbox, UNTIL you refresh the page

Unregistered / Not Logged In aka Guests are not allowed to see the shoutbox !
When you log out , you are a guest so you can't see the shoutbox
It's not a bug ^^
