Thats not only work with german PayPals^^
What you can do is to accept the payment and wait 24-48h before theier accounts get activted^^
In this time you can ask paypal support (they answear very fast).
Btw, how do you know, that they use carded accounts?
Otherwise u can add other payment like Liberty Reserve (instant), Sofort?berweisung (for Germans) and Perfect Money (instant too).
With this nobody can cheat the payment^^Comment
